In my town people definitely do either refuse to give candy to older teenagers (esp. if they've made very half-hearted attempts at costumes) or give them a hard time verbally. This seems to make more sense to me than actually criminalizing it. But then, I did grow up with my father who v. much believes there should be fewer laws rather than more.

Except for people like me who mostly _don't_ spend money ;)
