Well, I guess the main mechanism of enforcement is people not giving candy to kids they think are too old? I agree with you about unenforced/unenforceable laws being problematic--ideally, legal realist and legal textualist accounts of law would dovetail nicely, because what was enforced and what was written were the same thing. But that doesn't seem to be how our world works, c.f. speed limits.
Yeah, I really think everybody says "I could save be saving this" when spending money on soi-disant "guilty" pleasures.
